Even if the baby's item has been used only for several months, it could still pose a risk. It's because, unlike brand new products, secondhand items don't have to be registered with the Consumer Product Safety Commission. This means that it's impossible to tell whether a product is affected by recalls, which can occur for any reason, from design flaws, to manufacturer's failure to comply with federal standards. You can register a stroller pushchairs and receive notifications of any recalls.

This rule establishes a compulsory standard for strollers and cars in accordance with section 104 of the Danny Keysar Child Product Safety Notification Act, as amended by the Consumer Product Safety Improvement Act of 2008 (CPSIA). It incorporates as a reference to the most current voluntary standard developed by the American Society for Testing and Materials (ASTM), ASTM F833-13b. It also specifies requirements and test methods that reduce the risks posed by these products. CPSC staff worked closely with ASTM stakeholders to develop this rule.
