The purchase of used baby gear is risky even if it's been used for a short period of time. That's because, unlike new items, secondhand products aren't required to register with the Consumer Product Safety Commission. There's no way of knowing whether a product has been recalled. Recalls can be triggered by many reasons, such as mistakes in design or a failure by a manufacturer to conform to federal standards. You can register a stroller and receive notifications of any recalls.

This rule implements a normative standard that is required for strollers and cars as per Section 104 of the Danny Keysar Act on Child Product Safety Notifications, as amended by the Consumer Product Safety Improvement Act of 2008(CPSIA). It incorporates as a reference to the most current voluntary standard created by the American Society push chair for sale Testing and Materials (ASTM), ASTM F833-13b, and establishes requirements and test methods that reduce the hazards presented by these products. CPSC staff worked closely with ASTM stakeholders in the development of this rule.
