37. If the funds have not been secured in escrow as required, the WPA is obliged to advise the athletes of the situation. If this occurs, what is billiards then the WPA Board will inform the CF in writing of its reasons for sanctioning the Tournament. 30. A Tournament may be sanctioned by the WPA Board retrospectively.
