It does have a small shopping pouch to the rear of the seat, but it wouldn't be large enough for a large changing bag. It's very simple to open and close. Only two hand-holds are required to release the plastic catch on either side of the lower frame. There is a second lock catch on the red handlebar, which can be released by one hand, which makes it extremely convenient to use.
