What is an Item Upgrader in Pokemon Go?

The upgrader for items adds a new widget to the top of the Angel and Cash Upgrade windows. This Manager is priced at 33 billion Angel Investors and offers no benefits to gameplay other than making it easier to view and purchase upgrades.
